Contribution regulations of the Studentenwerk Stuttgart

Based on § 12, para. 2 and § 6, para. 1 of the Studentenwerksgesetz Baden-Württemberg (StWG) in accordance with article 6 of the Zweite Hochschuländerungsgesetz (2. HRÄG) of 15 September 2005 (Law gazette pg. 621), last amended on 12 December 2006 (Law gazette pg. 378), the managing committee of the Studentenwerk Stuttgart on 5 December 2008 altered the CONTRIBUTION REGULATIONS of the Studentenwerk Stuttgart (edition of 12 August 2008).
The following is the new version.
§ 1 Contribution purpose
Subject to § 2 of the StWG Baden-Württemberg, the Studentenwerk Stuttgart is responsible for social assistance and support for the students. To fulfil its statutory function, Studentenwerk Stuttgart charges a contribution in accordance with § 12 (2) StWG from all students of the universities listed under § 2 item 1 of these contribution regulations, the Filmakademie Baden-Württemberg, the Akademie für Darstellende Kunst Baden-Württemberg, the Duale Hochschule Baden-Württemberg Stuttgart and the Studienakademie der Württembergischen Verwaltungs- und Wirtschaftsakademie.
§ 2 Mandatory contribution
1. The Studentenwerk requires all students enrolled at
- Universität Stuttgart
- Pädagogische Hochschule Ludwigsburg, except those enrolled in Sonderpädagogik in Reutlingen
- Staatliche Hochschule für Musik und Darstellende Kunst, Stuttgart
- Staatliche Akademie der Bildenden Künste, Stuttgart
- Hochschule für Technik, Stuttgart
- Hochschule der Medien, Stuttgart
- Filmakademie Baden-Württemberg
- Evangelische Hochschule Ludwigsburg
- Hochschule Esslingen
- Akademie für Darstellende Kunst Baden-Württemberg

and all those at the
- Hochschule für öffentliche Verwaltung und Finanzen Ludwigsburg
>> to pay each half academic year or study period
and those at the
- Duale Hochschule Baden-Württemberg Stuttgart
- Studienakademie der Württembergischen Verwaltungs- und Wirtschafts-Aakademie
>> to pay every academic year
a CONTRIBUTION in accordance with § 12, para. 2 StWG (Studentenwerksgesetz).
2. The liability to pay contributions applies for students on leave as well.
§ 3 Amount of contribution
1. From the winter semester 2008/2009 or study year 2008/2009, pursuant to § 12 para. 2 StwG, the CONTRIBUTION is set for all students at the universities listed in § 2 item 1 of the CONTRIBUTION REGULATIONS and at the Filmakademie Baden-Württemberg and Akademie für Darstellende Kunst Baden-Württemberg
at € 72.05 per semester / half academic year / study period,
and for those at the Duale Hochschule Baden-Württemberg Stuttgart and the Studienakademie der Württembergischen Verwaltungs- und Wirtschafts-Akademie
at € 121.10 per academic year.
From this contribution, a portion in the amount of
€ 34.85 per semester / half academic year / study period or of
€ 69.70 per study year
is used for funding the StudiTicket.
2. The CONTRIBUTION PORTION for funding the StudiTicket will be increased, from the
>> winter semester 2009/2010 on,
to € 35.80 per semester / academic half year / study period
and from the
>> academic year 2009/2010
to € 71.60 per academic year.
From the winter semester 2009/2010 or academic year 2009/2010
the contribution for the Studentenwerk Stuttgart is set
at € 73.00 per semester
and for the students of the Duale Hochschule Baden-Württemberg Stuttgart and the Studienakademie der Württembergischen Verwaltungs- und Wirtschafts-Akademie
at € 123.00 per academic year
and for the students of the Hochschule für öffentliche Verwaltung und Finanzen Ludwigsburg
at € 61.50 per half academic year / study period.
§ Due date and payment
1. The contribution for the coming semester is to be paid upon matriculation or reregistration.
2. Proof of payment must be presented at matriculation or reregistration.
3. In the case of the Hochschule für öffentliche Verwaltung und Finanzen Ludwigsburg, the contribution is to be paid at the start of the half academic year or study period and in the case of the Duale Hochschule Baden-Württemberg Stuttgart and the Studienakademie der Württembergischen Verwaltungs- und Wirtschafts-Akademie at the start of the academic year.
4. Proof of payment is required.
5. The contributions are charged by the institutions named in § 2 item 1, the Filmakademie Baden-Württemberg, the Akademie für Darstellende Kunst Baden-Württemberg, the Duale Hochschule Baden-Württemberg Stuttgart and the Studienakademie der Württembergischen Verwaltungs- und Wirtschafts-Akademie or by the responsible cash offices on behalf of and at no cost for the Studentenwerk Stuttgart.
6. If a student is enrolled at two universities, they need only pay one contribution - the higher.
§ 5 Extension of payment or reduction
1. The contribution must be paid in full and on time.
2. Those with severe disabilities who are allowed in consequence to use public transportation for free will receive on request and presentation of their severe disability ID to the relevant university, the Duale Hochschule Baden-Württemberg Stuttgart, the Filmakademie Baden-Württemberg, the Akademie für Darstellende Kunst Baden-Württemberg and the Studienakademie der Württembergischen Verwaltungs- und Wirtschaftsakademie a refund of the contribution portion for funding the VVS StudiTicket stated in § 3 above. The application for a refund is to be submitted to the Studentenwerk Stuttgart no later than at the end of the semester / half academic year / study period for which it was paid.
§ 6 Refund
1. On request and under the conditions and within the periods stated below, the contribution for the Studentenwerk may be refunded for the relevant semester / half academic year / study period or acadamic year:
a) A refund of the contribution is made in case of deregistration prior to the begin or within two weeks from the start of a semester / half academic year / study period or academic year. This applies also if the contribution was paid in absence of a matriculation and if matriculation is not made at a later point of time. Application for a refund must be filed no later than by the end of the first month of the semester; prove of deregistration or waived matriculation and payment of the contribution must be presented.
b) Any further refund is possible if the student was admitted or matriculated at another university by the end of the first month of a semester / half academic year / study period or academic year. Application for a refund must be filed by the end of the second month of a semester in any case. Such period may be extended by one month if prove is presented that the semester there starts later than at the university from which the student is deregistered. Application for a refund must be filed together with a certificate of admission and matriculation of the new university and a certificate of deregistration of the old university.
Upon expiry of such periods no refund may be granted. All applications must be made to the Studentenwerk Stuttgart in writing.
2. A right to a proportionate refund does not exist. Only students of the Duale Hochschule Baden-Württemberg and the Studienakademie der Württembergischen Verwaltungs- und Wirtschaftsakademie who leave within 6 months from the start of the academic year, receive on request half of their contribution for the relevant year.
§ 7 Coming into effect
This new version of the CONTRIBUTION REGULATIONS is published in the bulletin of the Universität Stuttgart.
They come into effect on the day after publication.
At the same time, the contribution regulations of the Studentenwerk Stuttgart of 12 August 2008 will be revoked.
